Suomen Teollisuuskuitu Oy - in English Suomen Teollisuuskuitu Oy, established in spring 1998, is the producer organisation responsible for the recovery of fibre-based industrial packaging in Finland in compliance with Council of State decision 962/1997. This covers, among other packaging, wrapping and end labels for the paper industry, fibre-based wrapping for the timber, plywood, steel industries and so on, papersacks and cardboard cores for rolls. In conformity with the decree the company is registered in the waste file at the Pirkanmaa Regional Environment Centre. The founding firms of the producer organisation represent the entire producer chain including manufacturers, packers and recovery firms. Its shareholders comprise UPM-Kymmene Oyj, Walki Oy, Pyrollsack Oy, Plastiroll Oy, Corenso United Oy Ltd, Sonoco-Alcore Oy, the Raisio Group, Oy Karl Fazer Ab and Segezha Packaging Oy. The producer organisation is the organising body for the recycling and recovery of packaging. Operations are based on a well-established, highly efficient paper collection scheme in Finland. Cooperation partners include the paper collection wholesale dealers, Paperinkeräys Oy and Suomen Keräystuote Oy, and recovery firms. In Finland dozens of local collection firms deliver their packaging waste from their own locations under contract to the wholesale dealers, who sort and deliver it further for recovery. At present Suomen Teollisuuskuitu Oy collects a recovery fee of EUR 8.40 per tonne of packaging waste from packers and importers. The producer organisation allocates the fees in their entirety to contracted recovery firms. These comprise four coreboard and core manufacturers: Corenso United Oy Ltd’s coreboard plants in Pori and Varkaus, Sonoco-Alcore Oy’s Karhula plant and Suomen Uusjaloste Oy. By supporting the recovery firms directly and collection firms indirectly, the producer organisation directs its resources into a scheme that is necessary to secure cost-effective operations. A viable collection network is a vital prerequisite for the maintenance of good recycling standards. Industrial packaging comprises industrially processed products, which require special technology in their recovery as material. Long-fibred industrial wrapping a raw material in demand Some 35,000 tonnes of recyclable industrial wrapping, sacks and cores are generated annually from industrial locations and imported packaging. Industrial packaging is made of tough long-fibred cellulose fibre. It is well-suited to recycling, such as in the manufacture of cores for paper rolls. In addition, plastic covered and laminated wrapping can be repulped using present-day procedures. Some industrial packaging recovered as energy When collection is not economically viable, recovery takes place on-site by means of incineration. Agricultural fodder sacks, for instance, are suitable for recycling, but are often incinerated. Energy recovery is recommended for sacks used by the quarry-work and construction material industries as well as for potato and waste sacks made of wet-strength paper. There is demand for recycled fibre from industrial packaging. In 2007 material recycling of industrial packaging amounted to 70 per cent with total recovery, including incineration, exceeding 80 per cent. These figures exceed the targets set for coming years by the new EU packaging directive, which was amended in 2004. On the other hand, the greatest demands on the recovery of fibre packaging in the near future will be set by the EU directive on landfills, which in practice will prevent biodegradable waste, including fibre products, from going to landfill. Recycling and recovery schemes will, therefore, be further developed in the future.
